Trends towards privatisation in Latin America: Conditions of possibility and resistance (2013-2023)

The report highlights an increasingly complex process in the ways educational privatization is articulated, which coincides with—and is largely shaped by—the development and penetration in Latin America of what Verger et al. (2016) have characterized as the expansion of a Global Education Industry (GEI). The notion of "industry" is understood here in a broad sense, as its actors not only participate in the provision of educational services, but also act as agents in the material and discursive production of education policy. Thus, relevant to this study, the authors explain that:

“The GEI is not simply an organic phenomenon within the economic sphere. On the contrary, it is shaped and enabled by public policy formulation. However, that policy formulation is often influenced by private interests within the GEI as they seek to establish policy agendas, frame policy problems, and reshape regulatory regimes in their favor.” (p. 4)
